Minecraft.exe wont open

I can't open the launcher if it is the new one or the old one
however I can still play Minecraft on the browser at minecraft.net.

What I expected to happen was...
Open The Minecraft Launcher

What actually happen was...
The window would not open and it wouldn't open in the task bar
