The titles and subtitles didn't shown

Previously, this was the command about showing title :
/title @p title {"text":"TEXT","color":"red"}
Then the title called TEXT appear.

However, it doesn't work in 1.17, also subtitle.

(This bug didn't appear until 1.17 Release Candidate 2)
