Copper oxidation very fast

Fresh Hardcore world with no settings changed. It turned into Exposed Copper within seconds of placing it and some time later, turned into Weathered. Do not remember any weather other than clear but I am in a snowy biome near the ocean. Not sure if that changes anything.
