Shulker's are not attacking

so I with the update releasing one of the 1st things I wanted to try was designing a shucker farm. I had played with it in the snapshots and knowing that when a shucker gets hit by its own bullet, it should spawn another. but they don't seem to be attacking. they just open and close. they don't attack the player or snow golems
