1.17 Optifine causing low fps!

What I expected to happen was...:
I optimize all of the Optifine settings and receive significally higher fps.

What actually happened was...:
The FPS Counter is showing 40 FPS instead of over 100.

Steps to Reproduce:
1. Download Optifine 1.17 pre 19 release.
2. Install it.
3. Select the new Optifine release.

4. Click,"Play'.

5. Start a new world.

6. Press F3.

7. Check to see how many FPS you are receiving.
