Error code 65542 - No OpenGL on MC 1.17

I've been able to run 1.16.5 fine on an older Windows 10 machine. With the release of 1.17, I'm unable to run Minecraft and instead get error code 65542 which says that OpenGL is not present. I've tried reinstalling the display drivers, and putting an OpenGL.dll directly into the Java bin folder, but nothing is working. I can still run 1.16.5.
