1.17 Server Immediately Throws an Exception on Startup

I downloaded the latest server software to upgrade my server to the latest version, and when I try to launch the server, I immediately get a popup window saying an error has occurred. I tried moving the file to a brand new folder to let it set itself up rather than using old files, and the issue persisted.

To replicate: simply download the latest java server.jar and try to run it, from anywhere.
