Axolotl moving faster on land than supposed to

This bug relates to 

1. MC-227543

 When attaching a lead to a Axolotl, attaching that to a fence and then attaching the lead back onto the Axolotl and taking a few steps the axolotl moves way faster than normal.

This was originally a test to prove MC-227543 so I tried it on other mobs, dolphin isn't affected by the speed.
