Killing a guardian in water with Fire Aspect sometimes drops raw cod

Killing a guardian in water with Fire Aspect does not drop cooked cod. This is inconsistent with fish which drop their cooked version.

I tried it again and it gave cooked cod, so maybe it's random?

(Or maybe the difference is flowing vs still water)
