Using "/setblock vine" places multiple vines in the same space

The Bug:

Using "/setblock vine" places multiple vines in the same space.

Steps to Reproduce:

• Use the "/setblock vine" command to summon a vine.

/setblock ~ ~ ~ vine

• →  Notice how using "/setblock vine" places multiple vines in the same space.

Information:

Running this command in 1.16.5 would result in only one vine being summoned in a singular space.
