Particles from lighting a candle are still sometimes delayed

While visually lighting a candle is now never delayed by adding new lit textures for candles (fixes ~~MC-203558~~), the particles (as specified in the description of that bug report, but not the title) still is sometimes delayed. This report specifies that the candle particles are delayed in the title.
