Dismounting and placement against interactive blocks cannot be bound separately from sneaking

There is a reasonable chance this is a feature request, however I can't be fully sure, so I'm leaving this to the mods/Mojang to decide (the continued validity of MC-203401 makes this seem a bit more valid).

Currently, there are a bunch of functionalities directly tied to sneaking, these two of which intuitively would not be expected to be tied to it. This makes certain actions impossible in game due to them not being able to be separated from it.
