Surge Protector is granted even if another entity is hurt/set on fire by the lightning bolt

If another entity (even another villager) is nearby and gets struck by lightning, being set on fire, the Surge Protector advancement is still granted if a villager was nearby.

Steps to reproduce:

1. Summon 2 villagers
2. Wait for them to separate
3. Summon a lightning bolt above one of them
   ->  If the lightning bolt only hit one of the villagers, the advancement will be granted even though the bolt caused damage/fire
