Attempting to take flowers from flower pots in spawn protection causes a desync

The Bug:

Attempting to take flowers from flower pots in spawn protection causes a desync.

Steps to Reproduce:

• Start a server and join it.
• Give operator permissions to yourself.
• Set the world spawn to your current location.
• Place down a flower pot and place any flower inside of it.
• Switch into survival mode.
• Remove your operator permissions.
• Give operator permissions to any person other than yourself.
• Attempt to take the flower from the flower pot. (right-click).
  →  Notice how the flower appears in your inventory.
• Click on the space in your inventory where the flower is.
  →  Notice how the flower disappears from your inventory.
