Structure block annotations are not visible through translucent blocks on Fast/Fancy graphics

Closely relates to MC-188529 and MC-198103.

May be fixable by changing highlighted invisible blocks to use block models rather than special rendering,. I'm not sure how the big structure outline would be fixed though.
