Axolotls no longer stop using their "swimming" animation when sitting still underwater

Before this snapshot axolotls would have a "still" animation when not moving underwater. Now, even when not moving, they still use their slithering swimming animation, which is basically the equivalent of a land mob using a walking animation while not moving.
