regeneration effect made no sense

When I gave myself to always have regeneration for 1 or 2 or 3 or 4 or 10 seconds I did not regenerate any health. But here's something unexpecting.

When I had it for 20 seconds, all of my health was restored in like a second.

That only happened for commands that potions were normal.
