CustomModelData doesnt Work

Custom Model data items dont use the custom model instead they use the default 

How I found this bug:

I have made a texture pack in 21w18a where the carrot on a stick item uses Custom model data then I updated to 21w19a and the item stopped using the custom models. Before updating I didn't change the recourspack.
