Opening and closing the ressource pack menu triggers a reload even if nothing has been done

Since 1.16, when we enter the ressource pack menu then leave, even if we touched nothing before leaving, the game reloads the ressources. This shouldn't be the case since no modification was made an therefore no reloading is needed.
