The clone command no longer clones the "powered" value of a lightning rod

The Bug:

The clone command no longer clones the "powered" value of a lightning rod.

Steps to Reproduce:

• Use the /clone command to clone a lightning rod whilst it's powered.
  →  Notice how the clone command does not clone the "powered" value of a lightning rod.

Information:

This was not an issue in 21w18a. This also seems to affects the use of the /fill along with the /setblock command, as these can no longer be used to setblock/fill a lightning rod with [powered=true]. This ticket blocks MC-225079.
