Netherrack cannot be placed in creative

What I expected to happen was...:
Netherrack would spawn upon being placed

What actually happened was...:
Netherrack would despawn seconds after being placed

Steps to Reproduce:
1. Go to the nether (I have not tried this in the overworld)
2. Place Netherrack
