The player's view no longer tilts when moving vertically with View Bobbing enabled

Steps to reproduce:

1. Enable 'View Bobbing'
2. Do one of the following:
   • Jump on the ground
   • Fly up or down in creative mode

Observed results:

The player's view will be completely still while falling or moving upwards.

Expected results:

The player's view should slightly tilt towards the vertical direction the player is moving in.

Notes:

• In versions, where this bug doesn't occur, the view also slightly tilts up when the player is in creative mode and is trying to fly upwards but a block is blocking them
• This bug was introduced in 1.14 Pre-release 2
• This report specifically focuses on the camera movement and not the hand movement
