Axolotls with the glowing effect sometimes show black dots

The Bug:

Axolotls with the glowing effect sometimes show black dots.

Steps to Reproduce:

1. Summon an axolotl with the glowing effect by using the command provided below.

   /summon minecraft:axolotl ~ ~2 ~2 {NoAI:1b,Glowing:1b}

2. Look at the axolotl's tail from several different angles.
3. Take note as to whether or not axolotls with the glowing effect sometimes show black dots.

Observed Behavior:

Black dots are sometimes present.

Expected Behavior:

No black dots would be present.
