Standing in water cauldron gives no effect when near an active conduit

The Bug:

When standing in a water cauldron, near an active conduit there is no conduit power effect given to the player.

 Expected behavior:

The player receives a constant renewed conduit power effect. 

The Reason:

Lava cauldrons deal lava/burning damage, water cauldrons work somewhat like water blocks (put entities on fire out), when standing in a single water block, you get the conduit power effect when an active conduit is nearby.
