Dispenser won't bone meal moss block below it

The bug

A dispenser facing downwards towards a moss block is unable to use bone meal on that moss block.

Reproduction steps

1. Place a moss block and stone blocks around it
2. Place a dispenser facing downwards above the moss and fill it with bone meal
3. Activate the dispenser
   Nothing happens
