Random Chunks turning in to ocean biome

When on my 21w17a server random chunks keep turning in to ocean biome from swamps to mesa biomes all to ocean

i do have the caves and cliffs data pack  as well as some others

but none of them should be doing this

 

to reproduce it just make a new world add it to a server and then look at the f3
