[MC-224410] Walking on mud or soul sand next to water slows the player down

If you will walk on soul sand close to water it will slow you down as if you will go through the web.

Build the setup as shown in the attachment below. setup.png
Walk along the soul sand whilst standing close to the water
→ Notice how walking on soul sand next to water slows the player down

The expected behavior would be that walking on soul sand next to water would not slow the player down.
