caves wont go past y coordinate 3

i made a world one day on 21w14a and the caves went past. then when 21w15a came out i made a hardcore world on it and y coordinate wont go past 3, i went in spectator mode and i checked every where and none go to the - levels. i even made a new hardcore world in 21w16a and it still wont go to the - levels
