Updated resource pack causing FPS drops after entering a village

Started a new world in the 21w16a snapshot with the updated resource pack, upon entering a village the game started having FPS stutters for a second, this continues to happen every 15-30 seconds afterwards. 
I started another new world in 21w15a again with the newest resource pack, game ran fine until I entered a village and the same FPS stuttering. 

Steps to Reproduce:
1. Create a world with the new resource pack.
2. Enter a village and wait ~30 sec.
3. Observe frame drops every 15-30 seconds after this.
