Undead mobs will briefly stop burning in sunlight

Skeletons and zombies will briefly stop burning in sunlight for no reason. This is not related to the chunk lighting issues in recent snapshots as this can be reproduced since before that was an issue, as they will be standing still, stop burning, and then start burning a second or so later.
