Inconsistency: Netherite materials are swapped in the creative menu

This is a super nitpicky bug, but with copper, iron, and gold, the raw item comes first in the inventory, then the ingot, because you use the raw material to make the ingot. However, with netherite, the ingot comes before the scrap despite you getting the scrap before the ingot. Possibly intended, since you don't smelt netherite scraps to make netherite ingots, but worth mentioning.
