Noise cave surface builders don’t work all the way in nether

I made a datapack that uses noise caves to generate the nether but the biome surface builders don’t generate often at all levels making it look like nether wastes

note it used to work fine

the noise cave nether zip is the full pack and the noise cave nether debug pack is only crimson_forest

does not work in any carvers

in 21w16a it is patchy and random

will make and add a version using the red tree biome to show the bug
