Certain Features Not Generating Above Height 128 in 256-High Nether

I made a 256-high "Custom" world  and Nether trees and nylium are not generating above height 128. I included the nether.json file I modified. I also found that soul sand valleys don't generate soul sand and soul soil above height 128.
