Sound sliders can be set to 0%

The bug

In the Music & Sound Options screen, moving one of the sliders all the way to the left sets the value to OFF. However, by moving the slider slightly above OFF, you can set it to 0%. This is despite the two values behaving the same.

Expected behaviour

The slider shouldn't be able to be moved to 0%. It should jump from OFF to 1%.
