Deepslate Ores and Ores are no longer cycle through each other

The Bug

In 20w13a deepslate ores and regular ores would cycle through each other. This is no longer the case in 21w14a

Note

Leaving this bug in for Emerald Ore (and maybe Copper & Coal depending on how MC-221560 is fixed) would also fix MC-220054 (even though it is blocked right now)
