can`t aquire seeds

I can`t aquire seeds

I thought that when i used my hoe on the grass eventually some seeds would drop.

But I used up 1 wooden hoe and 2 stone hoes and got nothing, is it supposed to be this way?

Triggering the bug by just hoe-ing the grass
