Magma can generate under air in underwater caves

Not that major, but as the title says, magma blocks can spawn under air in underwater caves in the latest snapshot (21w13a), as shown here in seed -5238936311454552607 at x:1080 y:-25 z:439

A simple fix for this this could be to check the block above before spawning
