Sand and gravel don't spawn properly in ocean

Sand and Gravel don't spawn at ocean lower y=50, but spawn stone, amethyst geodes, ores, magma, dripstone and glow lichen. Minecraft thinks this is cave, but this isn't cave. This is ocean.
