All villagers spawning as fisherman

I am playing in creative mode just trying to build a little town and no matter what job item I use all the villagers I spawn in are only spawning as fisherman. Even if they have a different job when they spawn in they automatically change to fisherman. The only barrels I have a very far away where I have the actual fisherman I want.
