Splash water bottles doesn't extinguish candle cakes

The Bug

With the fix to MC-203553, Candles can now be extinguished with water bottles, though candles on cakes still cannot be extinguished with splash water bottles.

Reproduce

• Make a candle cake
• Light it
• Get a Splash Water Bottle
• Move far enough away to throw it
• Throw it
  Notice that the candle stays lit
