Tropical Fish Bucket from Creative inventory gives only White Kobs

If you get a Tropical Fish Bucket from the Creative inventory, it only gives White Kobs, nothing else. And yes, I'm certain I haven't accidentally been clicking a bucket I caught a White Kob in.

 

Steps to Reproduce:
1. Access the Creative inventory and get a Tropical Fish Bucket.
2. Place the fish somewhere.
3. All fish are White Kobs.
