Glow squids and axolotls can spawn outside of caves under ice in snowy/frozen biomes

As the spawning for axolotls and glow squids only requires that it be below see level with blocks above, they can spawn in unintended places, such as frozen oceans. I imagine that they can also spawn within ocean monuments, which would defeat the point of bringing axolotls to help fight guardians.
