Air Block in cave isn't set.

Bug occurs in caves. Probability when caves are generating empty spaces aren't set as air blocks, but something else.

Example:

Seed: -5157796484744476288

In position 213 -11 -135 block look like air but when we try writing /execute if block 213 -11 -135 air run say hi, we get nothing in return.

Also space around this pos aren't air but some weird space.
