Light particles aren't shown if particles are set to minimal

The Bug:

Light particles aren't shown if particles are set to minimal.

Steps to Reproduce:

1. Set your particles to "minimal" in your video settings.
2. Switch into creative mode and place down a light block.
3. Take note as to whether or not light particles are shown if particles are set to minimal.

Observed Behavior:

Light particles aren't shown.

Expected Behavior:

Light particles would be shown.
