Cannot place azaleas on azaleas

The Bug:

You cannot place azaleas on azaleas (Works for flowering azaleas too)

How to reproduce:

1. Obtain azaleas or flowering azaleas and place one

2. Try to place another on the first one you placed

3. It does not work
