Require recipe for crafting bug

I had just started a new world in 21w11a after a little while I tried making torches using a stick and regular coal.
What I expected to happen was...:
That it would make torches.

What actually happened was...:
Nothing appeared.

Steps to Reproduce:
1. Start world in 21w11a, using the gamerule doLimitedCrafting
2. Gather sticks and coal.
3. Try to make torches.
