Lily pads can instantly break when placed near immobile boats

The Bug:

Lily pads can instantly break when placed near immobile boats.

Steps to Reproduce:

1. Enter a large body of water and summon a boat by using the command provided below.

   /execute align xyz run summon minecraft:oak_boat ~-0.33 ~ ~-0.43

2. Place a lily pad down west of the boat.
3. Take note as to whether or not lily pads can instantly break when placed near immobile boats.

Observed Behavior:

Lily pads can instantly break.

Expected Behavior:

Lily pads would only break when nearby boats are mobile.
