Cannot Open Chests or mine in 1.17 Snapshot 21w11a

Cannot open chests, sleep, or mine anything in 1.17 Snapshot 21w11a, but this is only effecting things around z (0) positive. The issue is spread over about 3 chunks, but half of the chunks work while the other half don't - it is not contained in just one or two.
