Buried Lapis above Y=32 can generate exposed in water

Buried Lapis above Y=32 can generate exposed in water.

But all the lapis above Y32 (I think) should be buried and inaccessible (unless you mine it).

Coordinates: 423, 56, -2217

Also coords 509, 42, -2519 show even 2 cases of this bug.
