Fishing Rod cannot be cast

Using a fishing rod fails to cast the bobber at all. To reproduce, simply press the "use" button while holding a fishing rod.
Turning on hitboxes reveals that the fishing bobber is spawned when cast, but is invisible and never moves anywhere until the rod is reeled in.
